Er. Kumar Shailendra is an Indian politician from Bihar and a senior leader of the Bharatiya Janata Party (BJP). He represents the Bihpur Assembly Constituency in Bhagalpur District as a Member of the Legislative Assembly (MLA).
His life is a story of struggle, service, and sustained effort – one that has always centered on public trust and the development of the region.
He was born in Telghi village under Kharik Block of Bhagalpur district. His Father Dr. Kumar Nityanand Singh served as a Civil Surgeon, from whom he inherited the values of service, discipline, and human sensitivity.
His mother’s (Smt. Bhola Devi) contribution to his life has been invaluable. She spent countless nights awake, supporting my education. Her sacrifices and blessings continue to be his greatest source of inspiration.
From an early age, he was inclined towards technical education. He earned his Bachelor’s degree in Civil Engineering from Motihari Engineering College, Muzaffarpur.
After completing his engineering studies, he worked in the private sector and gained professional experience while residing in Bhagalpur.
Alongside engineering, he established a construction firm named “Bhola Construction” in his mother’s name. This phase of his life gave him the opportunity to connect deeply with society and rural realities.
While overseeing the construction and design of the Tetri Durga Temple, his frequent visits to villages exposed him firsthand to the hardships people faced in accessing basic amenities such as roads, electricity, and drinking water. These experiences laid the foundation of his public life.
The uneven pace of development in rural areas and concerns regarding the effectiveness of public representation led him to questioning the existing system.
During this period, he received guidance from the senior leader Late Shri Sushil Kumar Modi Ji, who taught him that public service is not merely about holding a position, but about consistent presence and sincere effort.
Contested the Bihar Legislative Assembly election for the first time; narrowly lost to the RJD candidate by a margin of 442 votes, marking a strong debut and early grassroots connection.
Elected to the Bihar Legislative Assembly for the first time, securing 48,027 votes and defeating RJD candidate Shailesh Kumar by a close margin of 465 votes, reflecting strong local support.
During his first term, he prioritized strengthening the region’s basic infrastructure.
For these efforts, he was honored with the Best MLA Award by Hon’ble Chief Minister Shri Nitish Kumar Ji.
Contested the Assembly elections but was defeated by RJD candidate Varsha Rani.
Due to changes in political circumstances and alliances, he faced defeat in the 2015 elections.
Despite this setback, he never distanced himself from the constituency. He remained actively involved in relief, rehabilitation, and public assistance work in flood-affected areas.
Made a decisive comeback, winning 72,938 votes and defeating RJD candidate Shailesh Kumar Mandal by a margin of 6,129 votes, reaffirming public trust in his leadership.
In the 2020 Bihar Assembly Elections, the people once again placed their trust in him. He secured 72,938 votes, winning by a margin of approximately 6,129 votes.

Retained the Bihpur Assembly seat with a commanding victory, securing 91,458 votes and defeating Mahagatbandhan candidate Arpana Kumari by a margin of 30,025 votes, underscoring strong and sustained voter confidence.
As a result of continuous dialogue and sustained presence among the people, he received a historic mandate in the 2025 Bihar Assembly Elections and earned yet another opportunity to serve Bihpur.
Based on this renewed public trust, he was once again entrusted with the responsibility of Whip.
